whatever the strategy was it did not survive the dei internal coup. There was clearly a different, naval themed expansion planned originally, Daelin Proudmoore has a unique model and a giant flying ghost ship that appear exactly once, sylvanas has a huge flagship with a unique model that's only seen once, the war and dying planet plotlines are both dropped to shove in old god shit and asset reuse.
