I believe there was a law (in the USA) regarding this about to be passed by the Federal Comptroller of Currency near the end of Trump's first term. When the Biden administration moved in an order was put out to put the law on indefinite hiatus before it could be finalized.
It is still currently frozen and the new Trump administration seem to have completely forgotten about it. despite the fact that Trump/Vance could unpause the law at any time just as easily as it was initially paused
I'm not American so I may have gotten some facts of the case wrong, but that's how I understood it when it was explained to me
