Puzzle game where people are retarded and just walk forward until they meet an object they can interact with or fall off a cliff/building to their deaths. Think lemmings, but some of them have to go places and do things to unlock doors or lower elevators or whatever. Easy. Healthbar and everything else like any other game but failstate aka game over can be Superman being captured and explained in game lore. This also could be used as mechanic that can lead to different consequences like people starting to doubt Supes if player got captured too many times and such and player having to go through trial and error to get out or get bailed out by other superpowered sidekicks and too many attempts could lead to them dying while trying to bail out players ass too. On the other hand, you get a character that lacks any superpowers where taking on a bunch of low rate criminal thugs feels rewarding. Again, Bruce Timm, Justice League/Unlimited made a Superman that's vulnerable to shit but can fuck shit back up. Supes being weak to electricity, magic, psychics, other brutes AROUND his level, or biological warfare are fair ways to have a vulnerable Superman without opting to Kyrptonite shenanigans. Which also can be a good way to have him be damaged.

Just make it sort of a sandbox problem-solving game where your powers are basically your toolbox that help you minimize damage and save people.

If you want a Bamham Hero Sim, just nerf him in the beginning with any of the plot devices used to lower Superman's power level and make confict. Then have him protect Metropolis that's either under siege or just have a mechanic that has it so Superman will automatically return to Metropolis eventually. Have the enemies slowly escalate from Intergang mooks with Apokaliptan tech to Lexbots and then finally Parademons.
If not
Character Action game, and all the enemies are specially crafted to be something that could hurt Superman.
Just focus on making movement and fighting fun and ignore any retards who say "he's just too OP to be interesting" because they likely don't actually engage with Superman and just have a loaded perception based off a general idea and will ignore any games where there's characters of similar power levels.

I would feature lots of destructible environments and I'd feature all of Superman's key villains like Lex Luthor in Kryptonite Armor, Zod, Ultraman, Parasyte, Toyman, Bizarro, Livewire, Gigantica, Superboy Prime etc.

Enemies like Bizzaro, Zod, Cyborg, Ultraman etc. are the physical equals of Superman
Enemies like Mxy and Brainiac have to be outsmarted because they're reality warpers who refuse to enter fist fights with Superman
The literal hundreds of Green Lanterns, Red Lanterns, Yellow Lanterns etc. are all faster than light planet busters capable of putting up a good fight with Superman
In the Justice League alone, Martian Manhunter and Flash can easily beat Superman in a fight, while Wonder Woman is only slightly weaker than Superman
