The negative Steam reviews seem pretty reasonable. Like how the game is only for big fans of the series (maybe not even), repetitive combat and no exploration in-between.

I think that just means you can activate a game code from any EEA country. The game is F2P and isn't available in several European countries.

When I launched it the first time, it made me select my country from a surprisingly short list, so some europoor countries may be excluded.

The original is obviously superior in just about every way, but Record is definitely worth watching if you crave more worldbuilding or need to scratch the itch again.
It starts much slower though, and it isn't until Season 2 that it hits that weird subversive tone that the original Madoka series is known for.
Definitely worth a watch. Especially if you're going to play Exedra
