Batman has this issue where his setting just doesn't make sense in a world full of god-like super beings. Even setting aside any logical issues, it just conflicts so heavily with the darker detective noir tone of Batman when you have a guy in bright spandex flying around the next city over.
Marvel has the same issue with X-Men. X-Men feel so self contained and the mutant struggle feels so disconnected from the rest of the caped shenanigans. You can tell Marvel struggles to find ways to tie them into the rest of the universe during big events.

To be fair, what DC does is akin to what Marvel did in the MCU with Avengenrs. Are you seriously putting Hawkeye and Black Widow in the same team as Thor and Hulk? Batman rarely deals directly with Luthor because, unless there's some sort of bullshit involved, Luthor would inevitably lose. This isn't just the usual "Batgod" shit, Bruce is just Luthor's natural enemy, like rock beating scissors. Luthor's most consistent weaknesses are that he
A) has an ego that's even larger than his intelligence
B) is prone to overlooking fatal details that will inevitably fuck him over in the long run
C) never double-checks his work. He just assumes that his initial calculations are correct and runs them as-is.
D) is so self-centered that he's incapable of truly understanding others or getting into their heads. It's why he's completely incapable of comprehending the idea that Superman might have a secret identity.

These four weaknesses make him easy pickings for Batman. He's probably a better scientist/engineer than Bruce is, but it doesn't matter. Luthor has the worst possible weaknesses that Bruce is fundamentally designed to take advantage of. Bruce is capable of understanding how Luthor thinks. Luthor probably doesn't even involve Batman in his calculations in the majority of his plans to defeat Superman and/or the Justice League.

This is how Batman should work.

All the best capeshit is short self-contained stories, the second you start doing team ups, expanded universe, crossovers, and worst of all the multiverse, all the stakes go out the window.

Unfortunately, if there was ever an opportunity to have Dick replace Bruce, it's long since passed. Bruce has been Batman since 1939, 86 years ago. Gohan was designed to be the opposite of Goku, but Goku was designed to be an easy protagonist for Toriyama to write.
