First off you need the patience and mind to deal with hundreds of people, manage a team of admins and staff, handle the rules and reports, actually make your server fun with a gimmick, or add something to make it stand out from the sea of already existing servers, and thats the easy part, then comes the parts with developers, finding plugins, protecting your server from ddos and lots of other tech stuff im not too good at. And of course, having to host your server which isnt cheap and having to somehow make money off of VIP or other shit. Its unironically not an easy thing because even if you put in the effort the average tf2 player will just play on something more famous say skial or a server made by his own countryman.

You ignored this argument, that there are thousands maybe tens of thousands of people that agree on removing crits and in general random crits are just a bad mechanic. They contribute literally nothing positive to the game and the game would be healthier without them and would lose literally nothing, except maybe a few dopamine hits.
Casual is already near perfect except the bots (assuming they are still going), literally everything I can get on a server I can also get on casual minus the terrible parts that should've been removed years back, and I dont have to deal with whatever faggotry a server has say egotistical admins.
Also 1 thing you're missing is that removing these 2, is literally just 2 console commands. You really want people to make their own servers just to type 2 console commands?
