Usually yes, rarely I'll play a game for it's story and characters but such games often have garbage gameplay and in that case why suffer through it when you can just watch movies or anime and have similar experience but without garbage?

You can't play every game for a single aspect because of how astronomically games and genres can be.
If you're playing an arcade racer, you'd play for the gameplay. If you're playing an RPG game, you'd play for the story.

And as much of a storyfag I am, gameplay matters more because it contributes to the overall experience.
I do like the story of Mother 1, but I'm never playing the vanilla version of the game ever again because of how an absolute slog it is.
