Lumen is sorta an all or nothing system where trying to mix it with more traditional methods is a pain the ass.
One thing to keep in mind is a lot of these games are on older UE versions while Fortnite is the latest release and the difference is staggering both in terms of performance but also other issues being resolved.

The problem is not Unreal - the problem is people new to it, using to pump out garbage, not using it to make making their own work easier. That has never been what engines are for. They are not for people trying to get lucky without any effort. People trying to get lucky without any effort are no indicative of an engine being bad, it's only as bad as the person using it - and that's the whole point.

A project like E33 is a great example of UE utilized well and it has front and center graphical flaws.
Then there's CDPR using it only because they want to work on multiple AAA games at the same time and their own engine making process was too bespoke for that.
In either case no one is going for UE because it's delivering the best looking or smoothest result, but for production reasons.

Lumen has about 100 under the hood console variables to tweak it until it's very fine tuned, retarded devs don't use them. They use the 5 major options that are in Process Volume section of the UI

There are many things that can introduce ghosting.

There's a lot more factors to this shit than "oh it's sharp" and "oh it's not sharp." DLSS and TAA are both inferior to 0AA in terms of sharpness but 0AA's issues in current games are incredibly distracting. Go mod Cyberpunk2077 to turn all antialiasing off then move your character or the camera: moire patterns everywhere, distant lights blinking in and out of existence, every shiny surface glittering like crazy, all screen space effects and reflections look like TV static, and the geometry's snapping and shimmering all the time. The image issues just shit on your perception of the ingame detail, the only advantage of 0AA is sharpness which let's face it's just high contrast between neighboring pixels and you can force it with a sharpening filter. Like it or not modern games are built on temporalslop and even if they weren't, traditional AA methods are not good enough to fix it. Even just raw 4x SSAA doesn't accomplish the magic it once did, because it doesn't address the types of image issues we see now.

TAA is shit but DLSS is just the endgame boss version of TAA that actually does what TAA was always supposed to do. Antialiases and cleans up everything between frames with minimal quality loss. DLSS looks bad only if you're a 1080pfag or have a giant monitor - if you don't want any quality loss at all then just use DLAA or FSR4AA.

I use DLSS with my 4k monitor and I've never seen anything like that happen. But that may be some old version of DLSS or just some really bad implementation of it, who knows. DLSS was indeed shit in the past and some games still try to force ancient presets like preset D which is always a ghosty mess.
I force the DLSS4 Transformer model in games and usually stick to 50-100% input resolution depending on game and my framerate, and it looks near-perfect. Not perfect but near enough. You can in some cases spot trails left by dark objects rapidly moving against a light matte background (it reminds me of VA trails) but only if it's really far, and it's a small price to pay for the rest of the image looking near-perfect at a better framerate than usual.
The only game I've played that has shown actual visual artifacts you can't stop noticing is the heavy volumetric fog AC: Shadows, but I change the DLSS preset to preset E and the problem goes away. I've seen people say that you should just turn all AA off and play at native 4k but that spawns new, completely different image issues that are honestly way more noticeable than some slight smear in the distance.

I've played two games with Lumen and they both had this issue

The OP clip is a result of some internal engine settings and can be minimized. But generally, DLSS and FSR produced ghosting like that in Darktide when I was testing (6900xt and 3090). I noticed it was far more severe with transparent assets like the holographic displays. FXAA just makes the entire screen blurry and wouldn't cause ghosting.

i think you got got it the other way around. looking at previous frames and jittering the image is what lets the renderer know what the geometry should look like in many positions so it prevents aliasing and prevents jaggies. but the accumulation of this information is what leads to ghosting, usually because it takes too many samples from before so they carry over to the current frame a bit too much.
