well, that's kind of it. they kill certain targets, get their overall resolution, but the game is just a springboard point of pointing out the Templars and Brotherhood are warring over Japan now, there isn't actually some big overarching plot nor any continuation of the deity stuff from Odyssey/Valhalla/Mirage. you just resolve the character's personal arcs that span the game and get some DLC/sequel hook bait like the historical Kusanagi still being stolen after having recovered the other Imperial items.

It's not like there's a lack of story scenes, it's that it suffers the Ubisoft standard problem of "lets establish the basics of the plot in the first few hours, then actually resolve it in the last stretch, and everything in between is basically filler". But when your character's personal plots are almost literally based around the resolution against their final targets and the post-game bosses, that means every step on the way up to that point is just more fluff.
