When vtubers were barely a thing Cover (Holo parent company) took all their revenue sources and reinvested them back into the girls. While other corpos took the money and ran, Cover made sure that the vtubers under them were happy enough to remain via outlandish things such as regular payment and giving them the largest cut of their own superchats and membership fees and merch. It built a strong foundation with talents wanting to actually remain resulting in a pool of performers that reached many people.
