So I was thinking, maybe it was a Melee thing. Everyone knows about tan Daisy in Melee. But no, they got Waluigi's skin there, too. It's not tan, but it's properly dark. Waluigi should ALSO have darker skin these days, but everyone accepted him as pale just fine. However, he was only a trophy unlike Peach's prominet Daisy color, so most people didn't notice. This was the last time Daisy and Waluigi had these designs before Mario Party 4 updated them. However she very little lore and her only lore is that she is the princess of some arabian kingdom so it would fit the mold if she were darker. However she has almost always been rendered as white besides a few odd cases where she was drawn darker.
