She is not exactly Hiroi's Mary Sue like Zero and Wuk Lamat are, but just a necessary figure (villain/side-heroine) in the expansion that the whole team probably agreed about when first drafting the story. Even in the last trailer Wuk is the one screaming about her promise to fake Sphene (which makes no sense), while true Sphene just repeats her line about protecting her people.

If she survives, she will certainly stay in Alexandria: in the trailer they show the tiara and then Sphene removing her hood without showing the top of her head, meaning she decided to wear it again and accept her role as queen. Screencap this.

I think one of the reasons it flows so well is because it isn't overly long (just 8 hours of cutscenes compared to the almost 24 of DT iirc). It's relatively self-contained, it resolves everything important in a precise number of quests, the pacing is good, the characters are beautifully written without dragging things unnecessarily etc. You can almost feel how the main writer sat down, drafted a precise outline, and knew exactly how and when things were supposed to happen. I think what people are missing is that this is the new A Realm Reborn. Tural and Wuk Lamat aren't going to "go away" in the same sense that the First and Ryne "went away" after Shadowbringers ended. They're going to recur the same way that Ul'dah and Raubahn and the sultana have been recurring since their introduction in the base game. What we're seeing in many of these areas isn't a plot that's going to start and end in Dawntrail, but the beginning of a storyline that's going to continue through several expansions.
