No, because it's probably not coming out for another 10 years. That's not awesome gameplay, that's something to fill in the blank space between exploring the world and having hopefully interesting quests to perform.
It's fifty astronomical units ahead of Fallout 3, but that's because Fallout 3 is awful.
The problem is that if you got for a gathering, crafting and weapon modding RPG style adventure, you get Tarkov, or what Tarkov is supposed to look like when it's "finished" and open world. There is room to work with design wise, but if you try to run away in a different direction, you are either shitting it up or looking to make a different game entirely.

Skyrim was a passable sandbox with all the rpg elements taken out.
F4 was a looter shooter with barely any variety and absolutely no RPG parts. All it had to make up for it is the whacky world that they didn't manage to ruin... yet.
Because they did exactly that with F76 and their stupid idea to make it a quasi MMO.
Then they went full on retard by hiring even more pajeets and substituting an interesting world to generic sci-fi autogenerated environs.

Doom has advanced movement mechanics, levels designed to make use of those mechanics and rapid swapping between a wide variety of weapons.
Fallout 4 has slow and limited movement, a large variety of weapons, but limitations on what your specific character can use well and the map is enormous, but doesn't support the kind of advanced movement we play Doom for in the first place.
If I want to have fun shooting things, I might play Doom, I want to play a realistic trash collecting simulator, I play Tarkov and Fallout 4 offers a large world with lots of quests and people to talk to and do some roplaying.
The actual combat is closer to Tarkov than Doom, except unlike Tarkov, the enemies can often take like 5-50 headshots to bring down.
How this makes the gunplay in fo4 shine, I can't even begin to guess.
