Doom has advanced movement mechanics, levels designed to make use of those mechanics and rapid swapping between a wide variety of weapons.
Fallout 4 has slow and limited movement, a large variety of weapons, but limitations on what your specific character can use well and the map is enormous, but doesn't support the kind of advanced movement we play Doom for in the first place.
If I want to have fun shooting things, I might play Doom, I want to play a realistic trash collecting simulator, I play Tarkov and Fallout 4 offers a large world with lots of quests and people to talk to and do some roplaying.
The actual combat is closer to Tarkov than Doom, except unlike Tarkov, the enemies can often take like 5-50 headshots to bring down.
How this makes the gunplay in fo4 shine, I can't even begin to guess.
