Opening a bunch of dark worlds at once causes the Roaring which is part of The Prophecy which will happen, one way or another.
but as Ralsei points out if that was the Roaring Knight's only goal they could do it whenever they wanted, the downtime between encounters is weird but welcome.
It is likely some manner of training arc for (you)/Susie/Noelle so that when the real Roaring comes there's a possibility for finding other outcomes int he margins.

The most obvious guess that the Roaring Knight is trying to bring about the Roaring doesn't work because there's nothing (or we assume nothing) stopping the knight from just creating a shit load of fountains and bringing it about.

Tv and Church fountains suggest that it's a ploy to kidnap people? With Undyne and Toriel seemingly being targets. But it's not clear why that requires fountains to be made. Especially since the Knight seems capable even in the light world. It also raises the question of what was the goal of the Chapter 1 and 2 fountains.

One has to wonder whether (You)'re part of the plan. Whether Fountains are being made so that you can seal them and grow stronger.
