The upgrade packs include 4K textures. Games that receive free upgrades don't get tweaked or have their resolution improved perse, is simply the more powerful system allowing for better performance. Converting 1080p textures into 4K and applying them to the game does require man-hours.

Odyssey already has 1080p textures on the cartridge. On the original Switch, the game mostly runs at 720p in handheld mode and 900p when docked. But because the assets already exist in 1080p, it's essentially as easy as flipping a switch to use them at full resolution, hence no extra cost for that upgrade.

It's an extra $20 because it's packaged with what's basically a DLC campaign. Nintendo is doing this to try and make people feel like it's okay to buy upgrades though and it's scummy. There's no reason why these Switch 2 Edition releases can't have free Switch 2 upgrades with the expansion as a separate purchase.
