Capcom girls from Chun-Li, Cammy, Sakura, Juri and even lesser ones like Morrigan or C.F Viper tend to appear in games on a semi-regular to regular basis and have a very unique design to make them very memorable to players, even if they only appear in one game. SNK more or less does this and also their games include a shitton of waifus as well.

Tekken girls outside of Nina, Anna, Lilli, Xiaoyu and any woman associated with the Kazuya/Kazuma clans only appear in like a handful of Tekken games (at most) and then get unceremoniously dumped for a new batch of chicks. They've done this to Christie, Michelle and Julia Chang, Josie and Zafrina.

They add characters without having a mind for making ones that will stick with the audience. They're essentially bait to buy the current Tekken. It's really annoying honestly. I can't help but feel it's tied to Bamco not knowing what to do with the franchise as a whole because they didn't do this with Soul Calibur (except with 5, but that was a new generation type deal so I don't count that)

I always figured that it was the Polynesian sailors that were having kids with the local women, sorta like that one group of Chinese sailors that did the same with a tribe in East Africa, giving them a more East Asian appearance and some Chinese artificats in their language and culture. You'll get typical positive responses but the more negative and sceptical reactions won't cease to exist. I can believe that she's Madagascan but it feels more like a descriptor than it actually being the case. Much to the point that I start to find Azucena a little off-putting. I'm more familiar with Kenya so I can see Elena as believably Kenyan despite her fantastical and idealistic properties.
My first thought upon seeing her was "oh so this is the Christie/Julia character" as opposed to the surprised feeling I had at such a beautiful baobab tree environment.

I can get that, but it still is very headscratch tier for this to be the outcome. Same feeling I had with Kimberly from SF6. The concept art and the final design are just two different worlds.

this has always been BDNC's weak point. Not only Tekken but Soulcalibur as well, their drawings may be fine but their 3D modelers are clearly half-ass-ing it, like they don't want to be there.
They need the modelers who worked on Xenoblade Chronicles 2; say what you want about the characters and the game itself, at least their 3D modelers really took note of the original art and their artists.

That's because they went with a design that appeals globally. You can find people in Madagascar who look similar to her but no exactly like her, the same way you can find French women who look similar to Lili but not really similar. It depends on what you want to achieve with the character. Again, you won't find one single man in Japan who looks like Jin or Kazuya but that doesn't mean Japanese people will be upset with the designs.

No Kenyans with blue eyes and white hair either, but you're used to Elena, character which is a Greek name, not Kenyan either.

The "issue" with minority characters is that you can't go all out with them, because of the political repercussions, so they tend to make them look as bland as possible. It's a double edged sword, you can't offend, so that's a bonus for them but that also means you can't experiment either, because you might offend.
