A prototype for this exists in the Fulgrim Horus Heresy book. There is a scene where thousands of Eldar just throw their bodies like gaunts into the marines and get mowed down. It is completely retarded and it was the last Warhammer book I read, I don't know why I let this one shit writer taint my sentiment towards GW, but it was indicative of the holistic Marine fellating they have fully solidified 40k into since.

The thronebound Big E has a kooky plan in the works, the Terminus Decree is for instructing the GKs to prevent other Empy shards from screwing up the throne E's plans, as that is something that Malcador thought might happen.
