In terms of scale (for the time), it's SA every single time. I'm telling you, SA in 2004 or 2005 was absolutely magical even if it didn't look the best.
Vice city felt like a GTA 3 expansion by comparison. IV was good but it took itself too serious. 5 was just corporate slop
Not to say GTA 3 was bad at all, it was a big deal at launch but feels incredibly dated now. VC isn't far behind, but at least it has an iconic style.

GTA 1-2 are objectively bad and were outdated even by then. There were TES, Quarantine and 2yrs later Driver 1 so I don't really get why they picked the top down view and thought it would be good.

GTA 4 was when the series went darker. I dunno. It's GTA, I want wacky shit instead of some brother/cousin love story
They tried to go back to the classic GTA formula for 5, but it just felt forced.

It was a nice change of pace. A series does not always have to adhere to the same themes. Sometimes having something different is nice as well. GTA 4 also pulled it off well. GTA 4 has easily the best story. Its characters and story are still remembered positively to this day. One of the reasons why I love GTA 4 is because no other GTA game feels like it at all
