WW released when the primary playerbase for the N64 was turning mid teens or even young adults. The culture was edgy and too cool, Mario's out here getting tribal tattoos and you want to sell a cutesy baby game? It's an artstyle that has stood the test of time but it was an insane choice for the time considering OoT was so universally well received and a similar style sequel was 'promised' with that GC tech demo.

I was so mature as a kid that I could enjoy kiddie stuff like this without being taken in by the appeal to maturity that most boys are age 9-14 or so. Back when the GameCube was called the dolphin the advertising and speculation around the next Zelda game on this new Nintendo console looked like it had the same tone and grit as OOT.
Wind Waker was basically a complete 180 of what was being pushed.
It's a good game though. It has its problems sure but the hate for it was primarily because it was cartoony in a time where everyone was expecting OOT with better graphics.

How do I know this? I was alive, conscious, and old enough to have a job and buy the console and game when it came out.

My friend in the cafeteria every day would rant about it and say he heard rumors they're making a mature version. Several people in class fell for the EGM april fools doctored image that turned it into Twilight Princess graphics. I think it's cool how much you can explore if you look at the places you can go, not the ones you can't go.
There's a big Hyrule field surrounded by lakes in one side, a mountain the other side, the desert. In true linearslop like Minish Cap or nu-FF you move left to right. Left. To right. Lots of popular classic is actually linearslop.

The Gamecube never really had a chance but it was utterly kneecapped at Space World 2001. Even in an era of a far less decentralized internet and no universal video platform since Youtube was still years away, you could feel the hype dissipating.
It's not even bright colors, it's the whole art style in general. BOTW/TOTK are just as colorful but keeping Link a lean adult with more conventional anime proportions was far more appealing to the audience at large and that's why it's the sales apex of the franchise, only followed by Twilight Princess, which was fundamentally a violent overcorrection to WW's tepid reception.

It was the 00's. "Mature games for mature gamers" was in full effect among your average gamer. Edgy was the order of the day. Didn't help that WW came off the heels of OoT and Majora's Mask, not to mention the Zelda tech demo, as well as Link, Zelda, and Ganondorf appearing in Smash based off their OoT incarnations. It was a perfect storm of expectation and zeitgeist.

After visiting Jabun behind Outset Island, he would give the player the means to sink underwater, and you would return to Greatfist Isle and sink down to the dungeon. This would be the first opportunity the player gets to see old Hyrule is down there, but they cannot explore any of it yet. Correction: it's the cartoons Aonuma himself liked. Aonuma's son was born during Wind Waker's development, and he cites that as one of the reason that game is his favorite.
