Yeah, that’s how it worked on a lot of machines, but the name actually made sense originally. Early PCs would boot in a slower compatibility mode, and hitting the turbo button would crank it up to full speed. There's nearly nothing going on in the menu, only very basic stuff needs to be rendered. So if your GPU can only output 60fps when it's in gameplay, it's going to render a LOT more when nothing is happening in a menu. Some developers don't cap the menu framerate.

Most devs don't bother enabling a frame rate cap on the main menu because most people are there for 10 seconds at most. It's not really a problem even if you hit 400 fps other than being unnecessarily taxing on the CPU while idling, maybe some indies when you start hitting 1000 fps you might start getting graphical problems. Wrong. The turbo button did in fact work, but it wouldn't rest after turning the computer back on so if you had turbo on when you shut down it would still be on when you booted it back up. However the led light for the turbo would reset which gave the illusion that the turbo itself had reset and people would press it to turn on turbo, only for the computer clockspeed to lower.
TL;DR - People were too retarded to turn off turbo before shutting down their computers, or to at least remember if they had it on when they last used the computer.
