in canada the answer is very obviously no, software engineers aren't real engineers. they don't get to wear the Iron Ring granted to engineers on completion of their degrees.
engineering bodies complain about software engineers still being allowed to have "engineer" in their titles despite this, but it's just that: a complaint. memudahar isn't breaking any laws or misrepresenting himself in doing so.
