Because mafia 1 had a fairly entertaining free ride mode. It was going to be in mafia 2 but take 2 are greedy Jews and cut 70 percent of that games content to resell it as dlc that was completely unrelated to the main story. Daniel Vavra, years before hed sell out in the pursuit of better more preferential loans by inserting gay and black characters I to his games, (it's so transparent, literally see what Vavra said before kcd1 and after 2 came out.) was pissed enough to largely tell them to fuck off.
Take2, had Straus zelnick who wanted to turn the game into GTA light and ride off the coattails of the companies other property, decided he wanted mafia 3 to be a more generic TPS, but also a period piece to fit in with the mafia franchise.
Enter hangar 13, a bunch of woke faggots based off of Novato California, a suburb of San Francisco. They decided they wanted the millennial audience so they made the story of mafia 3 follow a black man in the south so we could experience that RACISM BAD. Hangar 13 being the shit tier third rate devs they are, did the absolute bare minimum in making this world and it was largely empty, just like mafia 2, it served to make the game needlessly long, and offered literally nothing to do in it. Game flopped, almost lead to the closure of the studio, so they went to work on another open world game set in Europe that got cancelled because the idea was to make it a retarded rhythm game.
Hangar 13 being desperate and having literally zero good will left, remastered the games with a spit shine while largely leaving them buggy messes, and then made a lazy remaster of mafia 1, the game that had the most love from the old days. Same deal, lazy animations reused from mafia 1, not that much to do outside of the main game.
Tldr, take2 and hangar 13 are lazy retards.
