Is this game good or not? Friend from work said they fixed it but he enjoys "games" like Dragon Age Mass Effect Baldurs Gate and Witcher 3 while to me they are unplayable. I just want a good RPG

It's complicated. The only answer is to just play it and decide for yourself. It's not an answer to your question but it's the truth as it lies for this game.
It's bad, and good at the same time. Some things it does are good, some not.

It's very repetitive. It's very unfinished. Some of the systems since the patch 2.0 update are fucking retarded (for one e.g. it has TWO cosmetic systems on top of each other ever since they re-worked armour and armour slots / equipment, that's just the start).

They have also done things like remove basic features the game launched with and that they adjusted in patches since, such as making it so you cannot remove mods from weapons for some reason (???). This is bad.

It's not really an RPG. It's like Mass Effect meets Borderlands, except really badly executed. There's no morality system and dialogue is linear and one-note and multiple choice. There's a dialogue option to advance dialogue to the next section and ones that keep you in the current dialogue section but give you more info just like Mass Effect, but it doesn't affect the story or anything or outcome in any way.

The loot is bad. It's just straight-up bad. It's 100% random chance and locked to your level. Everything scales everywhere. Certain mods and weapons just will not drop for you even after 40-50 hours+ game time, and when what you want does drop, it's a shitty version of it with a mod slot filled with a lower-level mod that you can not remove.
Crafting was gutted. You used to be able to make armour, guns, weapon mods, armour mods... which wasn't great to begin with now you can't really do any of it in quite the same was you could prior to 2.0. It's shit. Some of the systems are remnants from what was before. They don't flow well and we're on 2.3 now...

The music on the radio is dogshit. It's just shit. I play with the radio turned firmly OFF. I can not find a single channel that is not awful to listen to or that plays what sounds like AI-generated Suno rock.

Yeah the changes post-1.6 weren't for the better. 2.0/PL was a nice swan song and people remember it for that, but launch Cyberpunk was actually a better RPG than what it became.

It's good, just ignore the first 1-2 hours of the railroad where the game where it pretends to be an RPG

The driving is bad. The cars and bikes feel like they are lubed and greased with butter. The cars and bikes brake like shit. You would think a 2077-era supercar would drive like a dream but you will end up crashing into walls and other cars more often than not.

The combat is OK.
You choose a combat style / gun and you build around it (shotgun, LMG, sniper, SMG, pistol, revolver etc.). Build variety is good. You can use quickhacks in combat which basically serve as typical "magic" attacks in proto-typical RPG games. You can crowd control enemies, deal damage over time debuffs to them, control cameras and hack them through cameras, ping enemies to see them through walls, specialize in guns that shoot through walls, etc.
The combat is fun and varied if you want it to be. Though you can also play it like Call of Duty if you want.

The ambience of Night City is good. The graphics are good. The lighting is good. It feels like a real place at times. The fundamental sound design is decent. There's a shitload of in-game lore and advertisements and the pedestrians are interesting to look at, but they have terrible AI. There's always something eye-catching or interesting to look at. The map is big, but can feel empty, and the tasks to do outside of story-mission jobs or side-jobs are repetitive. There's a lot of detail to be found but it's let down by lack of meaningful real content that satisfies you.

Exploration varies. It typically rewards you with randomly-generated loot which is hit-or-miss. Sometimes you get perk shards. Sometimes you get experience shards that give you EXP in a skill. There's one notable moment that gives you a free expensive supercar. But 95% of the time you will be receiving random loot that 95% of the time, is shit.
You will find yourself exploring to explore.

The story is OK. Johnny Silverhand is interesting. It's a predictable story, but still fun. You can romance several story NPCs.

The game is a 6.5/10 tending to a 7/10

It's worth $40 desu, but it's not a good rpg. It's a good cinematic GTA in the future with some tacked on rpg elements.

After to get mid-game, you can drive around and encounter random emergent stuff in easily the most aesthetic environment in 10 years. The main story is slightly branched and there are, contrary to naysayers, permanent choices that you need to make. The >100IQ move is to play it as anything other than an FPS and it's really fun. It's rare that I still play and enjoy games more than 5 years after release but Cyberpunk is one of them along with Morrowind, BOTW/TOTK, Bloodborne and VTMB.

It's the best Ubisoft style open world game on the market but ultimatley it's just an ubisoft open world style game.

Although the DLC is much better than the core game and it's really gay it wasn't a stand alone experience

The actual roleplaying side of the game isn't that great. There are some choices to be made in and outside of the main story and certain things will be called back to or have little consequences down the line, but there's no way to affect V's personality in any real way.

It works more as an open world shooter. The city itself is really well designed and it's fun to just drive around doing side missions or slaughtering random groups of thugs. If you like games like Far Cry or something similar, you'll probably enjoy it.

I'm just about done with it, just need to finish up on phantom liberty.
When journalist/reviewers/etc write that the game is now fixed, what they mostly mean is that they patched the bugs and issues that they had at launch. The game runs okay, there's more customization now, but the things they're adding don't add anything to the core gameplay.
What's lacking to me is innovation. The quest system is repetitive, the story structure was a bit messy and never really felt like a full experience. Night city feels like an empty playground where true interaction doesn't exist. The NPCs will never truly felt alive, the AI is just bad, driving is terrible. Combat is too easy.
I don't really regret playing it. It has it's moments, some of the parts of the story are good.
It just feels like bit off more than they could chew. I'd rather have had a smaller world, with a more streamlined story that felt more polished.

Pretty dissapointing. Melee in this game goes from Trash to OP extremely fast so I don't consider it very fun compared to the gunplay. Personally I think it should have gone all in on being a cover shooter, maybe even a straight up Mass Effect style game

Easily the best in the last five years.

It's not perfect, and it takes some time for it all to come together, but when you figure out a style that works for you the game is truly excellent. I feel like the people who didn't like it never learned how to dash properly or something. It's kind of crazy that some of the most fun you can have with the game is complete optional and it's perfectly possible to play the game in the most boring ways imaginable, but I guess having freedom means also having the freedom to play the game "wrong."

Cars suck ass up until you find the Hoon, which makes up for every other car. It's so much fun to drive.

Story is good, but the style, world-building, and flavor are all excellent, especially once you start diving in deep. The Voice Acting, Sound Design/Music are also great.

There is a pretty stark divide between the more polished missions and the extra missions. The polished story-critical ones are all pretty much amazing, while the extra missions (which make up the vast majority) go from great to pretty fucking lazy and repetitive.

The PL DLC is great. It starts strong, then gets a bit weak, but then finishes off really, really strongly. As in, best part of the game by far.

All in all, 9/10. What the game was really missing was a weapon I could really fall in love with, but I never really found one except Laika, which even then had too many drawbacks for me to really love.

They fixed it in the sense that it's not as buggy anymore, they didn't fix it in the sense that it is now the game they promised but didn't make. It's the same game but more stable and slightly improved by minor features. That being said, I'd say it's a solid 7 or 8/10, depending on how generous you feel, so I guess that would qualify as "good" but it's not excellent, or groundbreaking, or a masterpiece or anything.
