Because Fallout is an aggressive midwit series where the only thing that's redeemable about it is the atmosphere and setting, so they're hyperprotective of it. FO4 fumbles the ball in that regard, and so it will be crucified by fans.

Fallout 4 is a game about rebuilding America, and this hurts people's feelings because they prefer a grim nihilistic vision of a world undone

the game was enormously flawed but came in at the peak of normies discovering gaming so it coasted on all the fallout hype and love for previous stuff, particularly new vegas.
So a bunch of people shit on it just for that.

BUT.

It became an excellent platform for modding better games into it, and was still easy to work with like skyrim.
The gimmick of basebuilding and later robot crafting they added, as well as the (surprising, for bethesda) improvement to gunplay gave it a solid foundation to mod out most of the bullshit.
The mods were also filtering down into where normies could fuck around with them, even on console.

And then bethesda ruined almost all of their mods, multiple times, with updates that were never even needed, years and years later.

it's only good things were how it handled power armor as an armored suit (that drains batteries like it's going out of style and falls apart if there's a gentle breeze) and improving the shooting (which is meh). Everything else is the epitome fumbling the ball 1 yard from the goal. Worls is as wide as an ocean wide but puddle deep, writing that can be improved if a moron wasn't at the helm, and a bunch of symptoms that have the skeleton to be great but were executed poorly (settlements, there's a billion gun modifications combinations for the same 10 guns).

The bugs are somehow worse than other Bethesda games. They rarely make the game unplayable, but they often affect things that suck you out of the experience (broken calculations, broken companions, broken mechanics, broken npcs). Quest outcomes feel rushed and poorly conceived. Nuka World is especially offensive in that regard; several cool factions are given extreme black / white outcomes. The reliance on overpriced CC content to flesh out the barren game is also pretty scummy. I expect that issue to get worse soon (possible launch of creations).

Voiced protagonist and Mass Effect dialogue wheel neutered it as an RPG, and most dialog choices can be categorized into: Yes, Yes (Sarcastic), Fuck You (But Yes), No (Yes). They also simplified the level up system, and IIRC a lot of the perks are just percentage increases that don't really change playstyles or allow for that much in the way of build variety.

Another problem is the overreliance on the settlement system, which probably led to less handcrafted towns and cities, on the reasoning that you'll just build your own (to do shitty radiant quests with no meaningful impact on the world whatsoever). Then you also have the shitty weapon variety, and most of the limited customization options going towards those awful fucking tinkertoy pipe guns. I remember armor being in similarly dire state. I never touched the game after launch, so maybe some of the DLCs rectified some of these problems, but I heard only Far Harbor is decent and the rest are shit.

The only thing FO4 improved on was the gunplay, and even then it feels like shit compared to any dedicated FPS/TPS released at the same time or even years prior. I remember when FO4 threads were more common, there'd be people acting like the gunplay was amazing, and made up for all the shortcomings, and I was completely dumbstruck by how somebody could think that unironically. It feels like 3/NV, just slightly more polished and responsive.

Ultimately FO4 is a shitty looter shooter with hamstrung RPG mechanics, and a gameworld that should have had more handcrafted POIs instead of outsourcing settlement creation to players with a build system that sucks ass without mods.

There actually are much more times in FO4 where dialogue kinda matters more than FO3, they just fucked up because the system they built required them to have 4 options in every encounter no matter how trivial the conversation so you get a lot of generic encounters where it’s all forms of “Yes.”

Even then the only way you can truly love the game is if you really do love wasting your time on shitty chores and fixing bethesda's games for them. Fallout was good because of it's story and your ability to interact with the setting that the writers had created. Weapon debris crashing RTX cards (Most of what people on Steam use according to the hardware surveys) has had a fix for years but Bethesda didn't give a fuck. It took me like 40 hours to reach to Diamond City because i was visiting everything in between. By the time i reached that first story point i had already developed 2 or 3 settlements and found like 4 suits of armor, it was crazy.

I´m still uncertain as if that´s how you are meant to play that game.

Same reason Starfield is hated on. Only reason some people liked F4 was because it had fallout memberberries and now we've seen how shit a game is without that veneer.
