To answer your question, it's because most fujoshi (especially those that aren't newfag teenagers caught up in the culture war who don't realize ships becoming canon is usually the worst thing that can happen to them) are just as if not more content with subtext. When making a non-BLVN there's no sense alienating half your audience when you can just tease it but never commit, or write a male friendship (or brother relationship, see BLMatsu, Roscest, Sakumacest) and let the gaps fill themselves in fanon.
