Character design must convey a certain feel and idea rather than be accurate most of the time. Most people don't know what's the difference between different hotel ranks is, so a guy named The Doorman wearing some military-like uniform would seem odd. But here you just see this silly hat and jacket and immediately understand that he's a kind of extradimensional hotel worker, and hotels do have special people greeting guests and opening doors for them. And while these clothes can also be traced back to military uniforms, they fell out of use ages ago, whereas the coat in your picture can still be seen worn by armed forces (e.g., in North Korea) and is easily associated with WW1 and WW2.
