steam's workshop is the biggest drm that steam imposes onto games. you may have bought a 100% legitimate copy on the official game's website, the price included the cost of making a moddable game and modloader, but unless you paid the steam tax, you can't access mods because you're locked from accessing the steam workshop.

Diablo 2 from what I remember only required the key to go online. Or rather that was the only account bound feature, and even that was for closed bnet, on lan or open bnet you could play as long as people had different keys, hell sometimes even with the same key.
