Turn based? Etrian Odyssey 100% and nothing else comes close.
Action Based? Nioh 2, again nothing comes close.

I liked the ones in Gothic 2, Divinity 2, Mass Effect 2 and Elden Ring. But the best i've seen overall were in: Returnal, The Last of Us part 2, DOOM Eternal, Sekiro, Bayonetta and E33 (this was my first time playing a game like this so i loved it). Also WoW's combat system is pretty great to be honest.

combat with a focus on tactical play and diverse character building. 99% of times this is better achieved with turn based systems.
of the ones in your image, I would say BG3 is my favorite. i think dos2's combat was better though, probably the best rpg combat system ever, even if the armor system is a bit silly, the rest makes up for it.
when it comes to non movement based turn based combat, theres also lots of standouts. etrian odyssey as others have mentioned. my favorite (and I would argue the best), is FFX's CTB. that combat system was really cool and delay/turn manipulation fixed an often overlooked problem with these kinds of games. the problem is that FFX is stupidly easy so nobody doing a casual playthrough can really appreciate the depth of the system.
I have no interest in action games or real time games as the appeal of a real time system is often at odds with what I find appealing about RPGs
