It depends entirely on what the game is. Games like Sengoku Rance or the Meister series have hundreds of hours of pure gameplay and are beloved by their players. Baldr Sky has countless hours of VN scenes combined with a legitimate mecha beat-em-up, the h-scenes are tertiary, and it's one of the highest rated titles on VNDB and EGS.
Yet some can play dlsite h-games that plainly boast how many CGs they have on the store page, with features that let you trivialize the gameplay, and still claim there's too much game and not enough H. How can that be?

It's audience expectation. If you're selling your game to a VN-reading audience then you have to give them a great story, if you're selling it to players of a certain genre then you have to give them a good game. If you're selling it primarily as masturbation material, then you have to put gameplay second. When these games fail in that, it's because the audience downloads them to jerk off, then realizes it's a grindy RPG maker game or something.

So, do you want to sell your game to the difficult dark fantasy game audience, people who are invested in the world you made and all that? Then make it like that. But you have to sell the game properly so they know that's what they're getting.

I feel Uyae problem is that she stars to join when the cast bloat gets real and it's hard to keep track of them and make sure everyone gets something meaningful to do, the game is very good at making sure everyone gets to join in, but there are times where for some it feels like a participation trophy, and the goddess plotline was Uyae's bit. Someone like Hilstera ends in similar situation but she's already pretty laid in when it starts to occur, so having her backslide for a bit is fine, but Uyae was already a nebulous character who always felt like a C tier character you never really thought of because she was also just a mid combat character, and most of the non combat characters tended to dominate the more political and social stuff so as to not but outshined by the combat teams, really Sierra should have figured out a way to get Biyue into the Harem to help counterbalance and give some more Ziranthia but it's also just an overall small part of the story so I can understand why it turned out the way it did.

Naili is very good in that role and without a doubt the best user of the torment shield. For my part, my main squad would usually consist of Simon/Robin/Qum with a flex usually reserved for Aka or whatever the situation required, there is probably a lot more build variety, especially since all the combat changes got implemented, I haven't gone through a run with all the new changes like quick skills, but Uyae in my mind was always a jack of all healer, which made her good in all those balance your team and split sections since she was very flexible.
