I don't know if this would work, but I think it would be something new.
You play as a robot factory designer. There would be something like a lighter version of the mechanics behind Satisfactory, combined with the creativity allowed in Mario Maker. So the result is you make a factory that offers something like a short Metroid Prime-like experience.
So you make a factory with a path for other players, who play as Mega Man or Zero, to try to reach the end of. The machines that make the robots need to be supplied with parts from conveyor belts or robot carriers. You could supply different parts to make custom enemies. As you progress you get to pick out more items to work with, with minibosses being made of a large number of parts.
The factories could have themes, or the ability to make custom paint jobs.
People would rate the levels depending on things like difficulty, creativity, and fun. There would be some resource limitation, like in terms of electricity or raw materials, or you could require submitted factories to be completed by their designer.
There could be a PVP mode, where you play as one of the bosses. You get matched up with a Mega man and you control things in your level remotely, and then he finally reaches your character and the two of you fight.
