Incorrect. While puberty does indeed kick them in the uterus with estrogen and makes them aware of their feminine nature, much of what makes a tomboy accept or reject her nature is her environment, the people she spends time with. This is why you tend to find more tomboys in rural settings, where it's generally more acceptable for them to be masculine so they can help with farm chores. And in many parts of Japan, being a tomboy is not stigmatized and is actually seen as a benefit (due to tomboys being able to do more around the house without needing to involve their husband), so girls are not shamed for being tomboys by their peers (and before any of you naysayers come back with "hurr then why idols exist", tomboys are just one subset of girls, plenty of girls start off with feminine interests and stay feminine all their lives).
