I've never been too down on Todd. He's pulling the strings to make the games he happens to want. And they're generally successful because he has an especially good sense for what 40 year old white guys who play video games for an hour a night on their Xbox actually want.
Starfield went wrong because it was his pet project based on decades of pipedreams and ambitions dating all the way back to Daggerfall.
Todd isn't malicious, just plugged into a really depressing demographic's pulse, and extraordinarily naive for someone who's been in such a high position for such a long time. He builds rollercoasters, not cathedrals, and you can't really fault him for that.
