My first playthrough of 3H was Silver Snow, and I missed getting Rhea to A before part 2, so I ended up not being able to marry the dragon.

Wrong. But they should only be for specific stats in specific situations. Barrier staff and Pure Water being a good example. I'd be fine with a "Guidance" staff that improved hit rates, too, or something along those lines (some romhacks have explored this space).

I don't like Barrier/Pure Water because it's too much of a stat check. Mages just literally stop doing damage.
I'd prefer a temporary status effect, like Barrier being a universal "halved magic damage taken" status effect. And Fortify is for physical.
