Americans are named "Hunter", "Mason", "Walker", etc. why not name a fox "Fox". There's an actor called Michael J Fox, and I'm not aware he's literally a fox.

That makes a little more sense, yes, because the surname identifies lineage to some degree. It would be more apt to have sort of "clan names" like Hopper or Whitefoot or something but Toad and Hare aren't the worst.

Star Fox is funny because the naming conventions have no rules. Characters can have animal first names (Fox, Wolf), animal surnames (Slippy Toad, Peppy Hare), Animal pun name (Falco, Pigma), or just normal names (James, Leon).

Animal people named after animals is about the same as humans named Adam.
Adam means human, but people don't really think of it like that in English. Presumably the in universe animal people's culture is similar.
