I will say, his long annotations about politics and science, and about where he got his ideas, was arguably more interesting than the story itself. For the most part western cyberpunk leans further into the punk, so you'll never see protagonists working for corps or the state.
GitS is unusual because its a cyberpunk whose protagonists are cops. But it still manages the punk angle because the State is a corrupt bureaucratic nightmare, and section 9's counterterrorism shtick puts them in opposition of the false flagging bullshit they do. Its a very specific scenario. It would take quite a bit of set up to establish that in a game where you can do other things.

It's been awhile since I've seen it, but IIRC WW2 ended differently somehow and they got hand-me-downs from the Nazis? Or something like that. Japan was basically going "Oh damn we should make these" with a ton of German tech, during mid/late WW2, so maybe they licensed produced a bunch of MG42s and whatnot in the late late 40s/early 50s (several countries did it, and Germany still uses what is essentially just a rechambered version of it to this day).

As to the film itself, I remember liking it, but it isn't an action movie like most gifs and marketing material painted it as, for sure. It's a drama with some cool scenes like that sprinkled in. Which honestly matches with most anime I prefer, which tend to be older stuff with more of a focus on character development rather than constant action (my favorite Gundam is War in the Pocket... and my brain turns off with a lot of the newer stuff).

I did a quick look, and it seems the term first pops up in the 1950's but I can't find any connection to what or why. In the 60's and 70's it was connected to disco dancing and aerobics wear, and then as you can see from the attached image, it really took off big from the 1980's onwards.

As for the tactical use, they're an all-weather garment and you can throw whatever technobabble you want into them, like water reclamation, heating or cooling systems, body armor, maintaining pressure (high alt flight suits) etc. plus they're sexy.

Peripeteia is a rather ugly game with clashing art design. The character models do not match the environment, let alone other character models. Whenever I see other people mention the issue of character models, I see a horde of fanboys (or possibly shills) flood in to tell whoever pointed the issue out that Mary's face was purposefully made to stand out "Because of story reasons" despite the fact that the point is not just about Mary, but an issue with all the character models in the game. It's like they know that it's a problem and that the main character is the worst offender, so they lampshade the problem by talking exclusively about her in order to distract from the issue of the rest of the models. The environment itself is also too clunky (and overly blocky)and makes little effort to distinguish where the playable area begins and ends.
The best part about Peripeteia is the 2D artwork that fans have made for it, some of which the devs have used to promote the game. The game itself is rough, but promising. I really hope that they can somehow get someone with actual artistic sense to fix that ugly mess before release, but that is unrealistic so I guess the next best thing would be for them to hire one of the fans that make the actually good art as the art director for whatever their next game is.

I found out about the game when it was really early in development thanks to a youtuber that covers super niche games and I thought it was a cool concept.
