There is no "normal vampire" in Vampire the Masquerade. You have vampire clans and each have it's own disciplines(vampiric powers) and it's own weakness alongside it's own culture.
Torreador are vampire artists and socialites, ventrue are "royality", brujah areanarchist fighters, gangrel are most animalistic, nosferatu are ugly sewer monsters, malkavians are crazy, tremere are blood mages, lasombra are edgier royality with power over shadows and tzimisce are flesh crafters. There are even gypsy vampires in form of ravnos, who are gypsies with thirst for blood. Each clan have specific weakness like ventrue having very specific taste in blood, tzimisce not being able to sleep away from their home ground(so pack box of dirt), malkavians having mental illnes, nosferatu being ugly as fuck, lasombra haiving no shadows, brujah being prone to voilent outburst etc.

You can go wherever you want in the city. There are blood resonance people to harvest, basically. But the game isn't an open world sandbox. Once you become Sheriff you have to go around town and do Sheriff things. That's less linear. But at its heart it's a linear game in an open hub setting.

I definitely don't expect the game to go full open-world sandbox, but letting players explore and /find/ if only a few things rather than just pointing at targets would help tremendously.
Without that, I expect people are going to find it's way too on rail.
Think original Bloodlines, which was fairly dirigist, but did let you find some quests.

Combat can be fun, but that might be Stockholm Syndrome on my part. I think what really hurts combat is too many players go in trying to max out a social/skill monkey build and spend their skill points ASAP right before running into a brick wall. I personally like the final level of slogging my way across Lacroix's tower, but I've played the game enough times to memorize every opportunity for XP, so I always go in with a busted build and obliterate everything.
This being said, the Warrens absolutely deserve all the flak they get and will never be fun.

People like to talk about how broken the original Bloodlines was on release, and how only mods saved it. Yet nobody asks why people would even want to try and fix the game. The truth is, your game can be extremely broken and buggy, but if it has something special about it, people will love it.
