They are. Atari Inc. died in 1984, and it was split into two companies: Atari Games, the coin-op division that was snagged by Namco and later sold to Midway, and Atari Corp, which specialized in doing the at-home hardware and officially owned the trademark. Atari Games died in 2003 because, well, Midway, and Atari Corp initially died in 1996 when it merged with another company in a desperate bid to stay afloat, as no one wanted to do business with its CEO.

I think if a sufficiently big publisher put their weight behind a brand new furry game, and it actually looked good for once, it would be just as much of a big deal. Most of the "Serious" furry games, like whatever that weird fake crash platformer was, or that Taiwanese Edgy Tails game don't get anywhere because they're cheap looking and feeling and they don't do anything to drum up interest in either their characters or their gameplay.
Sure, there's the "I can't believe they're still trying to make Fucking Bubsy work" element at play here, but they've done the same thing twice before to next to no fanfare. The difference here is entirely down to the fact that there's an actual budget behind this, Bubsy is hot, and it looks like it could potentially be worth buying for once.

I think anyone with a sufficiently good story and appealing character designs could do the same if they could apply it to a polished game with a budget behind it.

Bubsy has always had this air of mediocrity conflated with being garbage with Bubsy 3D but it was due to that that Bubsy gained an online infamy which made him kind of fit in this bizzare space where people remember him enough that taking potshots with the IP is a small enough risk that it's worth trying. Making an actually GOOD Bubsy game is something that can be given to an indie team compared to the bigger names in mascot platformers because of both lacking IP value and being internet infamous. In other words, Bubsy still being relevant is entirely the fault of people on the internet.
