Color temperature, bloom, focus and lighting are different. In the OG Boss looks like he's a part of the scene as the bloom and rays bleed through his model. In the remake the rays look like they're layered over the entire picture. The background in the og take on more of a monotone color scheme which helps everything together and prevent the background details from competing with Boss. In the remake their details are too sharp and the color contrast between the bluisj grey stones, green grass and yellow lighting makes everything too schizophrenic

These filters were only one technique of the time. Another way the same effect was achieved was to bathe low quality assets in bloom. Sometimes these two techniques worked in unison with each other. The filters you people are posting about were chosen to highlight the GWAPHIX, not because of a specific tone. Their primary purpose is muddying LQ textures and introducing darker blacks to give the illusion of a game that is higher fidelity than it really is, which is absolutely the case of MGS4.
RE5 was more because Capcom was copying its homework from Gears of War, and it is a game completely devoid of the concept of 'artistic intent'.
