I have 7000 hours in TF2 and you're wrong. TF2 is not a hero-based game, it's a class-based game, the classes just have personality. The TF2 cast is great because of those personalities, but character design-wise they're just a bunch of dudes in t-shirts. Not a single person in the world would look at Scout, Soldier and Heavy, then look at Doorman, Lash and Abrams, and say TF2 has cooler-looking characters. Maybe if you cover them in cosmetics, but we all know TF2 hats are a very, very mixed bag.

Less DEI? Sure, but that's not a high bar.

Portals? No. I wanted Valve to give Engineer a portal gun 13 years ago and it never happened. It would be a lot more broken in TF2 than it is in Deadlock. There's so much mobility in Deadlock that banishing someone or sniping them across the map is not as big of a deal as it is in TF2.

It's plenty of work. You need an email server, a way to ensure the server is secure, a way to hide the generation mechanism, dedicating chunks of the redemption key pool to deadlock (how many do you hand out?), hide the party handing it out, etc etc.
Valve has some mechanisms in place just from previous invite systems, but to pretend that handing out millions of invites wasn't a conscious decision over a ramped intake (remember, they have 100% control over when and how many invites to hand out) seems indefensible.

Shiv's core design will still be the same but they're probably going to change some details like parts of his face, skin colour etc.
Nothing too drastic since the character is already largely finalized with several lines of dialogues with other characters that comment on his appearance, but he'll probably be slightly changed to be more of an italoamerican greaser rather than a reddish monkey dude.
