What's the point of halflings?
Dwarves are very strong for their size, have impressive craftsmanship, strong armor and weapon smithing and good alcohol and live in cool underground csve systems. Gnomes are weak but intelligent and have access to more advanced technologies to the other races.
Halflings are just small, weak and have nighting going on for zhem to make up for that fact.

But like the other anon said, just look at Karlach, Viconia, the way Minsc just repeats the same lines from the previous games without inventing any new ones and so on.
