Retro progresses slower when contemporary game design changes slower. No more big paradigm shifts, no big leaps in retro. Contemporary game design still moves forward, it's just really damn slow. It's been crawling glacially forward through preference based trends and small iterative changes to design and presentation for like twenty years now.

First of all, "retro" begins at 20 years so 16 is already not enough to qualify.
Second, a game in continuous development can never become retro. Otherwise World of Warcraft would be retro, preposterous.
Third, and kind of most important, retro is more of a spirit than a temporal fact, and typically only truly applies to things before or at the beginning of the 3D era, and has never truly applied to things of the PS2 era or later.

It has to do with technology, not age. In 2009, when Minecraft was released, a 16 years old game would have been three generations of consoles apart, and each generation was a massive upgrade. SNES games were considered retro in the early 2000s even though they weren't even a decade old.
