But what if that signal isn't properly blocked, only the "felt" part of it? Your brain is simultaneously working on a constant signal of pain, and also simultaneously working to block that pain 24/7.
Sure, you might not have any major side effects if those arms are all you get, but what if you need to get new legs too? Or eyes? Every single piece of Chrome has a chance that it's having unintentional neurological side effects, and that chance increases the more shit you get installed, not to mention the quality of the doc doing the work.
What if you, unknowingly, are in a mind-breaking amount of pain at all times but exhibit no outward symptoms because it's being "pain-edited" away, and get a combat implant that specifically interacts with pain thresholds? Well, that $5 ripperdoc you hired doesn't recognize that your brain is already a scrambled mess of rewired signals, so he says fuck it and plugs it in. The second you wake up that combat implant is running at maximum power and you have no way to turn it off, at best you just pass out from overexertion, at worst all your pain blockers are turned off because the retard who installed it accidentally flashed your firmware and now your body is in a state of pain-shock and being puppeted by a combat implant that has just turned your fight or flight response into a fight and die response.
It's not just that you are installing augments, it's that a lot of people are getting shoddy black market or outright recalled augs and having them installed by people who would laugh if you asked them if they had a medical license.
That's a bit of an extreme case, but completely plausible in-game.
