She's not, Yagyu is a playable character in most Senran Kagura games.

Burst or Burst ReNewal (PC, avoid the PS4 version) depending on which one is easier for you to access, then Deep Crimson or Shinovi Versus, then Estival Versus (or Deep Crimson), then Peach Beach Splash. Burst and Deep Crimson are generally considered to have the best gameplay and story. Estival Versus and Peach Beach Splash have the most ecchi/fanservice.

If possible, start with the first one on the 3DS. Otherwise its remake, Burst Renewal, is fine. I’d also recommend Deep Crimson and Shinovi Versus. Those are both direct sequels to Burst, but take place in different timelines and can be played in whatever order.
