Basically it will take months, if not a year until you get enough of them to buy another costume after that. So yes, the only viable way is to buy more. This is advice from my one year of experience, explained in the simplest way possible. Just pull for the Vanguard character named

Olivia + her signature weapon.

You will be able to play this game with ease, and you will definitely be using her all the way until the end of the game, whether it’s the story mode, events, EX stages, or daily dungeons. As long as you have her in your team, your life will become easier. As for her weaknesses? There are basically none, because she is almost flawlessly strong in nearly every aspect.

In summary: If you come across or see a Pick Up banner for Olivia, I recommend pouring every resource you have into her. Once you’ve played for a while, your MC will be able to switch to the Support class, making her even more powerful.

The only A-character worth a damn is Nonoha (Bella if you pick up her EX weapon too, but you really don't need a healer until very late game). And that's only because the buff she gives out is the same as Framme, an EX character. Speed is very impactful so the big speed buff is good regardless who have it.
The game has kind of an absurd unit design where for every A/S-tier character, there's a SS/EX character that is just better in every way. All the Torta Greatsword users for example are completely and utterly outclassed by Olivia, who not only have all the same skills, but also can counterattack with a big AOE attack 3 times a turn, that gains her AP every time she does it, letting her get another turn. Her only weakness is costing more deployment points and even then it isn't even that more than the other tortas. It's not even like Granblue where there's just a cheapo version of the same character, it is literally entire classes of characters that are shat on by their respective EX in that tier.

As a unit, she's kinda mid. She got nerfed into the ground after her launch (enough to force the devs to compensate everyone that rolled for her) so she's a substandard DPS character with very poor sustain and defenses despite the intended playstyle being around that. The expansion buffs requires some awkward setup in both play and teambuilding and only lasts 3 turns (turn activated included) so lacks consistency.
As pure fetish fuel, she's fantastic. Loves (You), wants to vore (You), her event has (You) cum on her food and make her eat it, and chunky as hell. Only real problem is that none of her skins/models are slider editable.

They very much compensated on the rate generosity with the pity system with how expensive everything is gold-wise. Needing a lot of gold to both pull for and actually get the unit (if you don't have the passes which also cost gold...) is pretty misery, imo. You don't need to reroll. Characters are guarantee'd within 10 rolls and you also get a character selector. If you want easy mode just use your selector to get Olivia and roll on the Vlissing banner. Playing the game for an hour or two should give you enough gold to guarantee her in the banner.

Does the party cost ever go higher? I ended up getting Olivia and an SS 2 handed sword for her but she takes up half of the cost, so I have to grab the shitty robots or npc lookin characters to make a full 4 man party or use 2x 4 cost characters for a 3 man party.

You get tickets from the daily shop and other sources, use those tickets on lower rarity stuff. Save the gold to roll on banners or buy EX units.
