Compare to the villagers in RE4. They're pretty distinctive and counter-stereotypical to modern european stereotypes. Beyond that they're a focus element of the world that feels congruent with the castle areas you shift into later.

If you squint, RE5 has probably the boldest, clearest political stance any RE game has ever taken. Following all the threads in the narrative, the game is very clearly trying to depict white colonizers exploiting impoverished black people in Africa, and the game very clearly communicates that this is evil and what makes them the bad guys. The problem is that at the same time, the game bent over backwards to justify pitting the player against literal spear chuckers in grass skirts doing tribal war cries. There's even a note talking about how the people were all pretty normal before the Plaga, and the Plaga is what made them put on the war paint and grass skirts.
It's in this weird superposition of simultaneously being incredibly racist and incredibly anti-racist at the same time, which is why this debate is still raging a decade and a half later.
