The issue is how the fuck would you even do that? Finding a cat isn't a story you can just expand on for long without introducing other stuff like people who kidnapped your cat or accidentally getting tangled up in some sidestories along the way but at that point the story isn't about finding a cat, it's just random self contained bullshit connected together by the end goal of finding a cat, the story isn't actually about finding the cat for the most part and it becomes a simple McGuffin.

I'd really like to hear her actually expand on this idea, how the story structure would work and how gameplay elements relate to it.

Save for the autopsy scene and the apartment scene, the murder mystery is a barely-relevant and surface level framing device for an exploration of Revachol, its people, the political situation, and the setting. The vast majority of things you do in that game are in service of those aspects, not the murder.
