Her being dumb as a brick is what makes her work. The problem with Mary-Sues is their perfection and domination of everything they do, that's fucking boring. A magical girl has a serious risk of being boring in the same way, they're literally gifted OP abilities. But what if they're kind of stupid? Or well-meaning but misguided? Or cowardly, or just plain terrified?
All of these things have been done and more, and it makes them interesting. In fact you could probably more easily characterise any magical girl you can think of by her flaws than her strengths. Not all characters need to be flawed in this kind of way, but if they're at risk of becoming boring otherwise then they really do.
This is what westnigs don't understand with the edgy re-imaginings of super heroes, and what they actively weaponise with the girlboss man-hating bullshit recently. They have no idea how to introduce flaws that are actually interesting to these characters, instead just kind of drawing from a random well of bullshit that was already boring in the comic they stole it from.
