I think it's more that they simply don't have the interest if there isn't some new aspect being explored. They didn't make Half-Life 2 because the story of HL simply had to go on, but because they got excited at what they could do with the tech they were using. If they're making HL3 just because they're "supposed" to do that, then they're not doing something they want to. If HL3 isn't being made, then it's because no one at Valve found anything interesting to do with it

I'm not hacking that shit into games, I'm way too lazy for it, as are 99% of the mass consumer base. I'm guessing valve is making a standardised protonesque layer that turns all videogames into 3d windows which solves the biggest issue with VR, which is there's no software or usecase for it.

If I was valve I would then make a more involved VR experience that is about being surrounded by 3d frames that you manipulate or jump between
