Ignoring that that isn't happening, 200 million would be too many programmers that they stop being efficient and spend more time trying to keep the project consistent without getting in the way. Think of it like a kitchen, you can't just pay hundreds of chefs for a small kitchen, they'll get in each others way and perform worse than a smaller team.
They're also using an in house engine and all development done on GTA 6 is work they can reuse on other games. Spending millions on engine development is normal, it's why so many cut corners by using UE5 now.
