Nah. I can understand people wanting to little sister zone her, or think the romantic element of her confidant came out of nowhere, but her and Joker were bonding over more than just family stuff. They built a rapport, and the result was feelings beyond friendship or family. She obviously feels it too despite her initial shock, since she's one of the more disappointed girls if you shoot her down and THE most elated if you pick the romance option.

What girl would you want to suddenly appear as your daughter? Makoto seems like she'd be good as one.
